Emergency management is a rapidly expanding field and numerous post-secondary emergency management programs have developed in recent years in support of this growth. A number of the post-secondary programs listed below include content from EMO courses in part or in whole. Emergency Management Ontario is committed to supporting the relevant emergency management training programs across the province; however we do not endorse any particular program.

Emergency Management Ontario College Graduate Certificate

Recent events, such as terrorist attacks, major weather fluctuations, widespread power outages, and the impending threat of pandemic influenza emphasize the importance of having an emergency response and management plan. This Ontario College Graduate Certificate program equips students, both tactically and strategically, to understand and respond to the four domains of emergency management: mitigation/prevention, preparedness, response, and recovery.

The curriculum covers key topics: legislative and policy framework, emergency management site operations, chemical, biological, radiological, nuclear, and explosive (CBRNE) countermeasures, critical infrastructure protection, business continuity planning, and crisis communication.

To qualify for this certificate, you must complete the program within seven years.

Emergency Management Graduate Certificate

(19 weeks Grad Certificate – Online, Full Time)

The program reflects the work that emergency managers must be able to perform on a regular basis within the framework of appropriate emergency management legislation. This program will equip emergency managers with the necessary skills to address key areas of emergency management from disaster preparedness, coordination and management of emergency events escalating through to catastrophes, to hazards, risk assessment, terrorism, mitigation/ prevention, preparedness, response and recovery.

This program will be delivered in a 5 part modular format, with each 3-4 week module comprised of in-class interaction one day per week, complemented by self-directed on-line course work for each module. Given the blended in-class/on-line delivery format, the program is ideally suited to employed students who can commit to one day per week in-class and who are also self-motivated to complete the extensive on-line learning that is required.

Emergency Management Post Graduate Certificate Program

This 627-hour full time in class program is for graduates of college and university programs, and also has an entry path for mature, experienced students. The Emergency Management/Business Continuity program provides students knowledge in this growing field of emergency management and business continuity. This post grad 15-course curriculum addresses a shortage of formalized training in this fast-paced field. The Fleming EMP program contains new aspects of the EM doctrine and Canadian Standard Z1600 with increased focus on business continuity accreditation with DRI Canada. Practicum experiences with government and private entities in both emergency management and business continuity projects provide an EMBC work ready graduate.

This part time graduate certificate program will prepare graduates for a position in the public or private sectors as an emergency manager or a member of a team engaged in activities in the area of emergency management. It will cover the five phases of emergency planning: prevention, mitigation, preparedness, response and recovery. Students will learn to develop comprehensive and coordinated efforts in response to a wide range of emergencies from pandemics to terrorist attacks to natural and man-made disasters.

Undergraduate Emergency Management Certificate and Bachelor Degree in Disaster and Emergency Management

Both of these programs have been designed in close consultation with key professional organizations to address core skills and knowledge, and the balance between research, theory and practice required in this vitally important field. The certificate program consists of 5 core courses and 3 electives, and can be completed within two terms on a full time basis. The BA degree in this field is the only one in Ontario and is offered in several formats, including general and honours degrees.

York’s MA in Disaster & Emergency Management is the only graduate program of its kind in Ontario and one of only two in Canada. The program equips students with the skills and competencies required to prepare for, mitigate, respond to and recover from local, national and international disasters and emergencies. Intended for those with an academic background or work experience in the field, the program builds on the foundational knowledge students bring to their studies while helping them to develop the leadership skills and knowledge needed for mid to senior level emergency managers. Opportunities exist for students without a background in Disaster & Emergency Management to acquire this foundational knowledge before beginning the program.
